power: qpnp-charger: Initialize resume voltage and safe current
The safety current sets the fast charge battery current limit.
This limit needs to be written once per device bootup.
The resume voltage determines at which point the charger
resumes charging the battery again.
Add device tree properties to be able to specify the battery
safe current limit and resume voltage.
