KVM: use cpumask_var_t for cpus_hardware_enabled

This changes cpus_hardware_enabled from a cpumask_t to a cpumask_var_t:
equivalent for CONFIG_CPUMASKS_OFFSTACK=n, otherwise dynamically allocated.
