msm: iomap: 8660: add entry for APCS GCC base

8660 does not follow the unified memory model. This causes compilation
errors when these sysmbols are referenced with in the kernel even though
they are not in the code execution path. This entry is required to keep
the unified memory model happy so that 8660 keeps compiling on mainline.
