gpu: ion: Create device structures for Ion heaps
When devicetree is used, the Ion heaps are treated as child
devictree nodes of the parent node. Currently, no devices are actually
created for these child nodes. Heaps with special use cases such
as CMA may require a device structure to be present to work properly.
Create a device structure for each of the heaps so it can be used
later.
