update checkpatch.pl to version 0.15

This version brings a number of minor fixes updating the type detector and
the unary tracker. It also brings a few small fixes for false positives.
It also reverts the --file warning. Of note:

 - limit CVS checks to added lines
 - improved type detections
 - fixes to the unary tracker
