video: msm: Add CSC and QSEED support to Overlay API

Add support for CSC and QSEED configuration through MSMFB_OVERLAY_SET and
MSMFB_OVERLAY_PLAY ioctls. Provide better integration than previous attempt
with the existing Overlay and PostProcessing APIs.
