msm: pil-q6v5-mss: Remove modem subsystem IO clamp control
Access to the MSS_CLAMP_IO register (along with others) will soon
be blocked from the Kraits by APU settings. We must remove access
to this register so they do not fail and timeout.
Because the clamps must still be de-asserted before the crypto
core can be used, this change has some non-HLOS dependencies: if
either the PBL or the MBA images use crypto, they must de-assert
these clamps themselves.
