Add failures file to jdwp tests using libjdwp.so

This file lists current failures of our apache-harmony jdwp test suite
when running against ART using a libjdwp.so JVMTI agent to provide the
jdwp implementation.

Test: ./art/tools/run-jdwp-tests.sh \
            --mode=host --debug --variant=x64 \
            -Xplugin:$ANDROID_HOST_OUT/lib64/libopenjdkjvmtid.so \
