Clean up profman arg checking Move argument consistency checking to the places the relevant verbs are being processed. This eliminates criss-crossing consistency checks that are correct for one verb but not another. Bug: none Test: test-art-host Change-Id: I520fc8c48675e44959c7de1967642a6ebe4100e4
