Lower the check to class is initialized. Knowing if the class is visibly initialized is only for JIT/AOT compiled code to avoid the memory barrier. For callers of `NeedsInitializationCheck` it's enough to just check whether the class is initialized. Test: test.py, 626-set-resolved-string Change-Id: I2b01e03139e70cdeb73e09a01519f8d096c09440
