JIT mini-debug-info: Generate the debug info sooner. We need to add the debug info before the entry-point is set, otherwise there is window of time when we are missing it. Test: test.py -b -r --optimizing --jit --host --64 Change-Id: I3bbad0c96d68e9603bac131faee498b8b9f62699
