Extend manifest to switch to autogenerated linker config. - Provide ICU libs that are required for app compat. The ICU libs don't have stubs, so must be listed explicitly in the manifest. - Require libneuralnetwork. This might not be necessary; it is grandfathered in from the old hardcoded config to minimize diffs.
