Revert "Revert "Make sure that const-class linkage is preserved.""

Fix jdwp getting multiple instances of the same class.
Fix counting "zygote"/"non-zygote" classes in class table.
Fix FindClass() to EnsureResolved() classes added by
a racing thread to the class table.
