Depend on the linkerconfig binary in buildbot-build.sh.
This now picks the prebuilt linkerconfig binary on master-art, and the
source binary on the full platform branches.
Test: art/tools/buildbot-build.sh {--target,--host}
on master-art and in AOSP master
