Revert "Extend ART/Runtime APEX checker build rules to flattened APEXes."
This reverts commit 0414e244c82ed5140b5a7626f935b548e8588195.
Reason for revert: The new build-time checks are force-installing
all three flavors of the ART/Runtime APEX (release, debug,
testing) on products using APEX flattening (e.g. marlin,
sailfish), sometimes pushing the size of the system
partition beyond the limits of the device.
Test: "m checkbuild" on a product using APEX flattening.
