[DO NOT MERGE] Bring ics-mr1-plus-art's Zygote in line with dalvik-dev's. We're missing some libcutils changes in ics-mr1-plus-art, so we need to disable the set_sched_policy call, but other than the #if, we're now 100% in sync with dalvik-dev. Change-Id: Id45527d846d72c796ad8504fdd90ba8bf9570d4c
