Wait the private storage stable before running AdoptableHostTest

When formatting the sdcard as internal, it will trigger 2 'disk changed'
uevent. And the two uevent would make vold and framework to change the
storage state continuously.

Before running the testing (for example, move package),
It should wait the private storage stable, or it would cause some timing
issue.
