WebView CTS: Assert default value for WebSettings#allowFileAccess

Uncomment the assert statement for the new default value for
WebSettings#allowFileAccess because a version of chrome/webview that has
the new default value change is dropped to master.

The min version that has the new defaulot value behaviour is 82.0.4061.0
and now the master has webview version of 82.0.4062.3.
