CTS tests for rotary IME configuration On cars with rotary, perform the following tests: 1. If the OEM specified a rotary IME, confirm that it's an existing IME. 2. Verify that the default touch IME is specified and that it's an existing IME. This CL works around b/184973707 by skipping over the header text.
