Disable access to @TestApi in hidden api CTS tests. The tests verifies that access to hidden apis is denied at runtime; so we want them to behave as actual apps and not tests. Bug: 133832325 Test: atest Change-Id: I8816d8900c2d2c1f1e9e4aae3cc8769ba82a9693
