Add supporting style files for CtsVerifier reports. Add utility functions for device-side result reporting. Bug: 28831123, 33222380 Test: Run CtsVerifier tests. Save the result and open the result zip file. There should be styling files as well as the result XML file. CTS tests should run normally.
