CTS Verifier: change LE Advertisement Tx Power test criteria

This changes the test criteria for the CTS Verifier:Bluetooth LE Scanner Test.
The new criteria allows the Bluetooth Controller to have equal or lower
Tx Power levels for the LE Advertisements (as per BTSIG spec).
