Don't run test requiring user rotation on non-supporting devices
testRelaunchConfigurationChangedWhileBecomingVisible relies on
user locked rotation. On devices which don't support that, the test
would fail erroneously.

Test: test still runs/passes on phone and is skipped on
non user locked rotation device.
