To be inline with conditional check present in 8.0,To avoid custom permission-group failures. Description: OEM's will be having custom permission-group's all may not defined at tests/tests/permission2/res/raw/android_manifest.xml so to avoid CTS failure have to change logic below same as like 8.0 Bug: 72858374 Test : run cts -m CtsPermission2TestCases -t android.permission2.cts.PermissionPolicyTest#testPlatformPermissionPolicyUnaltered
