Add a test rule for unlock screen.
Since some input method CTS tests need to bind input connection
from focused test activity.
If the device is in lock or screen off state, tests may fails on binding
input verification.
Add a test rule to unlock screen before the test.
Fix: 151645799
Test: run CtsInputMethodTestCases to see if device will unlock before
the test.
