A few improvements on CtsContentCaptureServiceTestCases. - Uses SafeCleaner for checking exceptions thrown by service. - Added a @Rule to dumpsys the service on error - Refactored the code to check for the service existance into a common @Rule Bug: 119638528 Test: atest CtsContentCaptureServiceTestCases Change-Id: Id233a7c83c54adc74f8f1ef75abd038fe45529c6
