[DO NOT MERGE] Added ContentProviderCursorWindowTest

CursorWindowContentProvider creates a custom CursorWindow with a custom
parceling mechanism. Parceled window points to another ashmem region
having slots with references outside of allowed ranges.

Test: cts-tradefed run cts --module CtsContentTestCases
      --test android.content.cts.ContentProviderCursorWindowTest
