autofill cts: fix tests for ATV and sync to latest ATV UX

1. The "half" fullscreen now passes unhandled key to app window.
2. Header view is moved out of autofill_dataset_picker
3. Dont compare autofill window location to textview location in
   fullscreen.
4. Disabled setOrientation for ATV.
5. Disabled takeScreenshot() as it fails for some OEM devices.
6. Fixed flaky input keyevent by adding sleep.
