Add TEST_MAPPING for CTS in global presubmit
These tests are already in global presubmit, so they should be healthy and fast. We believe it is reasonable to at least trigger the test itself when the test code is modified. Another main reason we duplicate it in test mapping is because we are migrating to moneyball test suite, which requires tests to be in test mapping. See b/152625818 for more details.
Exempt-From-Owner-Approval: All owners are notified in this CL and no code-review -1 is received.
