Add test apps and RollbackUtils APIs to support RollbackTest

Add APIs and test apps as part of migrating RollbackTest to
use cts.rollback.lib and cts.install.lib.
Much of the API was migrated from frameworks/base/tests/RollbackTest.

Also add special handling for uninstalling Network Stack.
