Camera: Do not open camera when checking capability If the capability check doesn't pass, there is no need to open camera device. This helps reduce CTS running time. Test: Camera CTS Bug: 79608140 Change-Id: I81ffc3e654c329159e952d9a65c9b23b5a6a7bfb
