Fix cts flake in A11yViewTreeReportingTest Got an a11y event without the package name set, which caused the test to crash. Using TextUtils.equals to gain robustness to such events. Test: Built and ran these tests. Change-Id: Ia5840a1624fdd9c283fc816947b8d3c318547a97
