Fix problem running ICU CTS tests with old-cts-tradefed Add a special IcuTestRunnerForCTSv1 that hard codes the path to the expectation resource to use and the names of the root test classes. Bug: 28065144 Change-Id: I3fde4fdf8897020f31a25d44bc71a3a65c362997
