Tune UiModeManagerTest CTS for automotive device

- testNightModeAutoPersisted and testNightModeAutoNotPersistedCarMode
need to be skipped when UI night mode is locked.
- Getting night mode from Setting should be done as user 0 if the device
is automotive.
