CtsAccessibilityTest: enable ABI XML tags

Although multiple ABIs is default, we need to explicitly state it in XML
file now.

Due to restrictions for Instant Apps, fail to use permission checking
related APIs, skip following tests in Instant CTS:

AccessibilityManagerTest#testGetRecommendedTimeoutMillis
AccessibilityManagerTest#performShortcut_withoutPermission_fails
AccessibilityManagerTest#performShortcut_withPermission_succeeds
