Add an option to skip 3rd-party input tests So far, 3rd-party TIF app support has been mandatory, but it is not anymore from O. Test: make CtsVerifier -j32; install CtsVerifier.apk; run 3rd-party TV input test in CtsVerifier. Bug: 36268668 Change-Id: Iea8356e69da63545550553d1e44e7c3b24c9f4b9
