[CTS] Adopt two behaviors for STA+STA test To avoid failure on internet connection, device will teardown the local only netowrk with using the same SSID. But not all S device has that fix. CTS will adopt both behaviors on S CTS Bug: 236234767 Test: cts MultiStaConcurrencyWifiNetworkSpecifierTest Change-Id: I8b4133434d23717ac9eec1c1e688763b00ce816d
