Build libctscamera2jni with the NDK. Undo the workarounds for not having libcamera2ndk available in the platform yet. I've moved libcamera2ndk over to ndk_library. Test: make checkbuild tests Bug: http://b/30465923 Change-Id: I8f7fc1152407191a2d60b2d53b56a79e117f7242
