Adding tests for allow-while-idle alarms Testing allow-while-idle alarms work as expected with app standby throttling because there can be cases where both the normal allow-while-idle throttling and app standby throttling may not be in agreement. Also added test that makes sure power-whitelisted apps are exempt from app standby.
