Add setDefaultSmsApplication to ParentProfileTest

* With the New COPE changes, setDefaultSmsApplication
  can be called on the parent profile.
* Added setDefaultSmsApplication to the whitelisted
  methods in DPM that do not throw a SecurityException
  when called on the parent profile.
