Adds new test cases to ensure active sensors can be reconfigured
Test: Added - SensorIntegrationTests#test*ChangeRateWhileActive
Test: Tests pass on devices that correctly reconfigure sensors while
the sensors are active.
Test: Tests fail on devices that do not correctly reconfigure sensors
while the sensors are active.
