CameraITS: check exposure/gain for request/capture parameter match. Use android.sensor.info.sensitivityRange and [1ms, 1] range to build a request matrix. Do captures and ensure the read back values are within tolerances. Capture exp/sensitivity must be <= request with 3% tolerance. bug: 79528768 Change-Id: I0d4555cfa7d509de355771735af7ab4b4b4545be
