Add CTS SearchView tests to verify IME visibility.

New tests for verifying IME visibility controlled internally based on
SearchView's API.

These tests will have to be moved to SearchViewTest once IME mocking
is available in android.widget.*

Test: cts-tradefed run singleCommand cts-dev --module
CtsInputMethodServiceHostTestCases --t
android.inputmethodservice.cts.hostside.InputMethodServiceLifecycleTest

Test: tested on phone, watch(needs screen ON), passes.
