Fix module-level filtering in CompatibilityTest Before this change, exclude filters (i.e. from cts-known-failures) were discarded if: - CompatibilityTest was invoked on one test - CompatibilityTest was invoked on one module and an exclude filter for that module didn't specify a test bug:27873815 Change-Id: I2ef303c7af47e7b60f7ff0545bbc00e1ebf27083
