Refactor CTS JVMTI OWNERS for better maintenance Make OWNERS in subdirectories empty as it inherits OWNERS defined in parent directory by default. Each module's directory is still required to have OWNERS because we want to make sure each CTS module has clear ownership. Otherwise, if module-level OWNERS is missing, we can't know if ownership inherits from parent or developers forget to add it.
