IME windows w/o FLAG_DRAWS_SYSTEM_BAR_BACKGROUNDS

This is a follow up CL to my previous CL [1] that introduced the first
CTS test regarding how IMEs can control the (bottom) navigation bar
appearance.

This CL makes it clear about how the existence of
FLAG_DRAWS_SYSTEM_BAR_BACKGROUNDS affects for IME windows.  Although
currently FLAG_DRAWS_SYSTEM_BAR_BACKGROUNDS is completely ignored for
IME windows, it will be supported soon with a subsequent CL.  This CL
should make that behavior change clear.
