Avoid relying on undocumented behaviour in popup test. Don't rely on the weird undocumented behaviour of opening a popup being converted into a toplevel navigation when multiple windows have not been enabled. Instead, actually enable multiple window support and watch for the popup being created for real in the test. Fixes: 80431512 Change-Id: Id220a235f837e3c276fee8cee7330ff720e2d610
