Test for issue #62524613: Background limitation is not working as expected... ...for most background services. New CTS test for system stopping all running services when a uid goes idle. Test: bit CtsAppTestCases:ActivityManagerProcessStateTest Change-Id: Ia58844036d2c37d7eb7b712d5f16308c1de2447c
