Track movement of base time zone files into APEX

The "base" copy of time zone files is now in the
runtime module APEX. The files in /system are being
removed.

Test: CTS: run cts -m CtsHostTzDataTests
Test: PTS (cp'd to internal master): run pts -m PtsTimeZoneTestCases
