Update instructions to skip quick setting tests for automotive device

Android Auto disables the quick settings in the notification tray.

Test:1. Launch CTS Verifier
     2. Open Device Owner Test --> Managed device info tests
     3. Open " Quick settings disclosure " case
     4. Follow test steps and check Quick settings.
     5. Open Device Owner Test --> Network Logging UI
     6. Follow test steps and check Quick settings.
     7. Open No Device Owner Test -->  Quick settings disclosure
     8. Follow test steps and check Quick settings.
